Special Vehicle Yearly License

SPECIAL VEHICLE RULES AND REGULATIONS

A Special Vehicle Permit must be issued prior to operating a special vehicle on City Streets. Proof of Insurance Coverage for Operation on City Streets must be provided at time of permit purchase. The Special Vehicle Permit must be renewed annually. Operators are required to obey all Minnesota Traffic Laws and use hand signals.

Special vehicles are permissible on streets, and designated sidewalks and trails (pictured below) provided that:
• City of Howard Lake Special Vehicle permit sticker displayed on the rear of vehicle
• Operator possesses valid driver’s license.
• ATV operators ages 15-17 possess ATV Safety Certification • Verification of insurance coverage must be carried at all times
• Slow moving vehicle emblem displayed on rear of golfcart
• Vehicle is equipped with rear view mirror
• Number of passengers limited to seating capacity
• Vehicle is driven on the far right side of the road except when making a left turn
• Vehicles operating on designated trails yield to pedestrians and cyclists

Special Vehicles are prohibited from:
• Operating on state or federal highways, except to cross at designated intersections. This applies to County Road 6, County Road 7, and State Highway 12.
• Operating during inclement weather or limited visibility
• Operating between sunset and sunrise; unless equipped with original equipment headlights, taillights, and rear facing brake lights.
• Exceeding speeds of 20 miles per hour

$10 Yearly - January 1 - December 31 ($11 if sticker needs to be mailed) | Payment must be received within 3 days. Special Vehicle Permit Sticker must be picked up at City Hall | If you would like your sticker mailed, it is $11. Sticker will not be mailed until payment has been received.
